Mission

The mission of the Metropolitan St. Louis Taxicab Commission is to ensure safe, reliable, high-quality transportation to the citizens and visitors of the St. Louis area. The Commission is dedicated to providing fair and equitable authority over the provision of licensing, regulation, and enforcement of vehicle for hire services that will contribute to the growth and image of the St. Louis Region.

Beginning on September 22, 2014, the Metropolitan Taxicab Commission will begin accepting applications and request to obtain the twenty six (26) new permits to the Premium Sedan Class of Service. The MTC staff will accept and distribute these applications and request for a thirty (30) day period ending at the close of business on October 21, 2014. An applicant must be in good standing with the MTC to apply.  As outlined in the minutes of the July 22, 2014 Commission meeting that are posted on this site; Five (5) of the newly released permits will be awarded to single car operators whether they are new Certificate Holders or existing Certificate  Holders. The remaining 21 permits will be awarded in lots of Three (3) permits to either new or existing Certificate holders. If the MTC receives request/ applications in excess of the twenty six (26) new permits a lottery will be held in a public setting to award these permits. The specifics of that lottery if needed will be sent to all applicants. As noted in the above mentioned minutes the MTC will retain all applications for a period of one year. The MTC staff will closely monitor the effects of this expanded service and if it is determined that the demand for this service exceeds supply additional permits may be awarded.  All interested parties should make themselves familiar with the Vehicle for hire Code and the associated Director’s Rules that govern this class of service. The Square Credit Card Reader is an approved device of the MTC. CCN Holders must approve use of the device and submit to the Commission documentation of each driver permitted to use the device, as reflected in the Director's rules.

The next meeting of the MTC is October 7, 2014 at 10:00a.m. In the Hearings Room at Commission Headquarters, located at 2628 Delmar Blvd., St. Louis, MO 63103. There will be a CTPCN Hearing for UberBlack - Third Party Dispatch Class - at the October 7, 2014 meeting.

Driver Licensing Hours: Monday, Wednesday, and Friday, 8:30am - 4:00pm  (Drivers arriving after 4:00pm will not be processed on the same day)

Other Business:  The MTC office is accessible by APPOINTMENT ONLY on Tuesday and Thursday. No business will be conducted on a walk-in basis.

(The office will no longer accept personal checks for payment of fees. The only form of payment will be money order, debit / credit card , or CCN holder business check.)

Important Announcements:

CCN Holder’s are allowed to institute a surcharge for a cleanup fee up to $200.00 for soiling the interior of the Vehicle for Hire with bodily fluids. The amount and conditions of such charge must be prominently displayed in the passenger compartment of the Vehicle for Hire where it is easily in view. The signage must be approved by the Director before any such fees become effective. Drivers are forbidden to institute this surcharge without the approved signage in place.

The Metropolitan Taxicab Commission may go into closed session at this meeting if such action is approved by a majority vote of the Board members who constitute a quorum, to discuss legal, confidential or privileged matters under §610.021(1), RSMo 1988 Supp.; leasing, purchase or sale of real estate under §610.021(2); personnel actions under §610.021(3); discussions regarding negotiations with employee groups under §610.021(9); personnel records or applications under §610.021(13); or records under §610.021(14) which are otherwise protected from disclosure by law; or confidential or privileged communications with the District’s auditor, including auditor work products under §X610.021(17).
